Dominica
Established in 1993, Dominica grants citizenship for a $200,000 Economic Diversification Fund donation or a qualifying real estate investment, the lowest entry point on this list.

Investment routes
Every figure below is the published minimum for a single applicant. Family size, due diligence fees, and government processing fees can adjust the final total.
Non-refundable donation for a single applicant, the lowest entry point of any program on this site.
A $200,000 minimum property purchase held for at least 3 years (5 if later resold to another CBI applicant), plus a separate, non-refundable government fee of $75,000 for a single applicant ($100,000 for a family of up to three). The property price alone is not the full cost of this route.

How the Dominica process works
Pre-clearance review
We assess the file for due diligence risk before any government fee is paid.
Document assembly & filing
An authorised agent compiles the full documentation package (passports, birth certificates, financial records, source-of-funds affidavit, police clearances, medical certificates) and files with Dominica's Citizenship by Investment Unit.
Due diligence & interview
Background verification is carried out by the government unit, covering criminal history and source of funds, alongside a mandatory virtual interview for applicants and dependants 16 and over.
Approval & investment
On approval, the donation or real estate payment (plus the separate government fee, for the real estate route) is completed within the required window.
Oath & passport issuance
The main applicant swears an oath of allegiance and citizenship is registered. The full cycle typically runs 6–9 months from submission to passport issuance.

Questions about Dominica
Why is Dominica's investment figure the lowest on this page?
It reflects the government's own fee schedule. Dominica has consistently positioned its program at a lower entry point than its neighbours since the program's 1993 launch, without a shorter processing time or fewer benefits as a tradeoff.
Is the $200,000 real estate figure the whole cost of that route?
No, that's the minimum property price only. The real estate route also carries a separate, non-refundable government fee of $75,000 for a single applicant or $100,000 for a family of up to three, on top of the property purchase itself. It's a materially higher total than the headline figure alone suggests, so factor it in before comparing it to the donation route.
How strong is Dominica's privacy legislation, specifically?
Dominica does not publish the names of approved citizens in any public register, and citizenship-related records are held confidentially by the CBIU. Some applicants weigh this feature alongside the investment figures themselves.
Does a lower investment figure mean weaker due diligence?
No. The due diligence process itself (background checks, source-of-funds verification) is separate from the investment amount and isn't scaled down because the entry price is lower.
